Monitoring is more important than what anyone might thingk at first glance. Security against theft and attacks on private property has always been important, even in ancient times: Sumerians and Assyrians had in very high regard all sorts of private and public property, and their civilisations evolved mainly around that concept. And it is also quite likely that literacy and the first forms of writing or scripture were developed as a direct consequence of that, around the year 4.000 B.C. and in the Middle East.
The temple was the centre of all activity in any small town in the latter prehistoric period in the Middle East; farmers used to transport their crops and products from their fields and to the villages even before the wheel was invented, and generally stored their valuables inside those temples. Primitive merchants also used to deposit their properties inside the temples while they were away doing their job and attending business; everyone trusted priests, but as towns grew, they found that the management of all those deposits became increasingly complicated. It is supposed that because of the need to classify and identify property, some people, especially merchants and priests began using small clay tablets in which they made different symbols to identify the owners of each collection of goods or valuables. Then, they found out that they could make other annotations, and slowly the symbols that originally had meaning only for those who wrote them became standard. That is the origin of the first script systems.
As towns around the year 4.000 B.C. grew even further and professional warriors developed defence forces which were greater in size, the management of those systems became more complex and they also adopted scripting systems used by priests in order to remain effective as combat forces. The military began using those same clay tablets with symbols that were constantly evolving after priests, and it was only a matter of time until the chieftains of those early military forces turned themselves into governors managing complex administrative systems. The name with which such a governor or primitive king is known is lugal, and the creation of this post or title marks also the beginning of political systems as we know them. So it was the need to protect public property what probably produced the invention of the first scripts, one of the most important developments in human history.
