Travelling with pets usually adds to the cost of the trip, especially on air and international trips; this is due to bureaucracy as well as sanitary and safety regulations that must be addressed. However, in some cases these requisites seem too excessive and there is no veterinarian explanation to be found.
In these cases - in the opinion of us, the people of Andinia - it seems an attitude based more in disinterest or rejection of animals that exists in some societies.
It is odd, for example, that in Ireland you can barely see pets, while in other EU countries, like France, the picture is very different. Moreover: regulations concerning the entrance to animals to Ireland are incredibly strict, including quarantines of six months on average; these regulations are supposedly based on safety and sanitary concerns, but from a clinical pint of view, such extended periods of quarantine are baseless.
Event bubonic plague quarantines are limited to about forty days, so what the Irish are doing is not justifiable, it makes the whole process very inconvenient and expensive for people, and cruel and inhumane for the animals involved. Oddly enough, in France dogs have an almost free reign: they even use the streets as their outdoor public restroom; this is not quite hygienic indeed, but reflects a totally different approach to pets.
It is important to take all this into account because despite the fact that no one would say it openly, in some regions of the world people simply dislike animals and travelling there with them may be a needlessly complicated, expensive and even cruel experience, so pet owners will do well to go elsewhere.
