It is always important to include in any sort of camping or adventure equipment some waterproof or rainproof pieces of gear to cover all sorts of things, from sleeping bags and backpacks, to the very members of an expedition. It is better to leave high-value purchases for later on, when the user has already learned how to handle such things and has gained some experience outdoors; there is no point in spending a lot of money just to turn such nice products to shreds in a few days.

And quite a telling case is that of the Argentine Armed Forces: a few years ago their commanders decided to eliminate compulsory recruitment and turn the forces into completely professional institutions. One of the main arguments that they had for doing so was that they had calculated that even paying a reasonable salary to every single professional soldier, they would - and eventually did - save more money and the whole thing would cost less than keeping recruits in the forces, because they were more prone to destroying or wasting their equipment just due to a lack of interest and experience.
