Passengers have an excellent view on aircraft that have high wings: thus, these designs are used for aerial observation and recon work.
High-winged aircraft lend themselves for easier up and downloading of cargo and passengers, and are more durable since the wings do not get hit by rocks, sand, dust and other materials jettisoned by the propeller.
They also offer a much better view downside; aircraft with low wings have their own advantages and are generally faster, but for aerial work, the ones with wings o the roof are better.
Moreover: considering all aircraft specifically designed for cargo duties, we can see that most of them have high wings.
