Of course, even within the same environment and with people with a similar background there will be differences: Japanese submarines during WWII were arguably even better than those that the Germans had, and much better than U.S. made ones. For instance, the Japanese vessels had a much longer range - capable of reaching the Californian coast in a no-stop hop -, were faster and were better armed. Some even had aircraft.
Japanese and U.S. sailors were of course, doing a similar job and found themselves within a similarly stressing environment, but despite the competitive advantages that the Japanese had with their better submarines, living conditions inside were so appalling that morale always sunk to the botom of the sea with each prolongued and risky tour of duty.
U.S. sailors had better food, better beds, clothing, at least some sort of entertainment and they knew that they had some hope of rescue if something wrong happened. The Japanese hd none of those luxuries and nothing forward to look for; they just received punishment for their mistakes and the only thing that they could hope is to stay alive and return home sometime in the future. That´s the same problem that the Spartans had with their rigurous discipline; they could only expect to sink in their social status, but never rise, never become leaders or rich people. They both just expected to survive, period.
Moreover: as the tide of war turned against Japan, even the most loyal fighters could not afford to ingore the fact that they were becoming more probable targets for their enemies. So in the end, the efficiency of the otherwise very well trained Japanese crews with they advanced ships was lower than that of the submarine forces of the United States, the UK and so on.
Thus, no disciplinary regime, no matter how strongly embedded, culturally speaking, is enough to guarantee success. There are traits that are universal, and one is the dislike for needless authoritarianism and hopeless isolation. Under difficult circumstances people must be able to look forward to the future. .
