These are, as far as it is known, just a theoretical possibility. The idea behind a neutron bomb is to cause the maximum possible number of deaths without actually destroying any infrastructure.
Neutron bombs emit a powerful radiation of this kind of nuclear particles. These are particularly lethal and would probably kill everyone and everything within a given area, leaving all buildings, vehicles, etc. intact.
The implications of such uses make these almost unfeasible as weapons. It is improbable that they will be ever used, and only a force under very dire circumstances would consider their activation.
