What happens at this fraction of time during any given day indicates what the weather will be like the next morning: if the sky begins to cover, then you will have bad weather. If, on the contrary, it begins to clear or stays cleared, then the morning after will have clear skies.

On the other hand, if the sky begins to get covered with clouds during the morning or at noon, then a really nasty storm may be coming."
